Gary Bauer, Contributing Author: Remember those secret side agreements that are part of the Iran nuclear deal? Members of Congress haven't read them. In fact, Secretary of State John Kerry testified before the Senate Armed Services Committee that he had not read them nor, to the best of his knowledge, had anyone else in the government.
The Associated Press revealed the contents of one of the secret agreements late yesterday afternoon. According to the AP report, "Iran will be allowed to use its own inspectors to investigate a site [Parchin] it has been accused of using to develop nuclear arms, operating under a secret agreement with the U.N. agency that normally carries out such [inspection] work."
Texas Senator John Cornyn, the second-highest ranking Republican in the Senate, blasted the secret side deal, saying, "Trusting Iran to inspect its own nuclear site . . . is remarkably naive and incredibly reckless."
Rep. Ed Royce, chairman of the House Foreign Affairs Committee, called the agreement a "dangerous farce."
"They are right. What we already know about this deal is bad enough. But learning about what we didn't know takes it from bad to disastrous."
Bauer rightly concludes, "Iran has a well-documented history of cheating on international agreements, yet this deal allows Iran to self-inspect. We're supposed to trust the regime that chants "Death to America"? No way!
"This shocking revelation could be a game changer in this debate. This is utterly indefensible and completely unacceptable."
Yesterday, a World News Daily article quickly summarized the Iran Nuke Deal, “Absolutely insane,” was the succinct reaction of Iran expert Clare Lopez of the Center for Security Policy on the latest revelations about President Obama’s nuclear agreement with Iran. Equally succinct, “Enough,” is what U.S. Sen. Ted Cruz, R-Texas, declared in a statement . . . .
In a scathing editorial, The Wall Street Journal editors sound off on yesterday’s revelation that in a secret side deal with the IAEA, Iran will be allowed to use its own experts to conduct inspections of the Parchin site, where the Iranian regime is believed to have conducted work on developing nuclear weapons.
They write, “This is a new one in the history of arms control. Parchin is the military complex long suspected as the home of Iran’s nuclear-weapons and ballistic-missile development. The IAEA has sought access to Parchin for more than a decade, and U.S. officials have said the deal requires Iran to come clean about Parchin by agreeing on an inspections protocol with the IAEA by the end of this year.
“But that spin started to unravel three weeks ago with the discovery that the Parchin inspections were part of a secret side agreement between the IAEA and Iran—not between Iran and the six negotiating countries. Secretary of State John Kerry has said he hasn’t read the side deal, though his negotiating deputy Wendy Sherman told MSNBC that she ‘saw the pieces of paper’ but couldn’t keep them. IAEA Director General Yukiya Amano has told Members of the U.S. Congress that he’s bound by secrecy and can’t show them the side deals.
“That secrecy should be unacceptable to Congress—all the more so after the AP dispatch. The news service says it has seen a document labelled ‘separate arrangement II.’ The document says Iran will provide the IAEA with photos and locations that the IAEA says are linked to Iran’s weapons work, ‘taking into account military concerns.’
“In other words, the country that lied for years about its nuclear weapons program will now be trusted to come clean about those lies. And trusted to such a degree that it can limit its self-inspections so they don’t raise ‘military concerns’ in Iran.
“Keep in mind that the side deal already excludes a role for the U.S., and that the IAEA lacks any way to enforce its side deal since it has no way of imposing penalties for violations. Iran has also already ruled out any role for American or Canadian nationals on the inspection teams.”
The New York Post is characteristically blunt in its reaction: “President Obama would trust Tom Brady to inspect his own footballs. That’s our takeaway from the news that, under Obama’s nuclear deal, the only folks who’ll be inspecting one of Iran’s key sites will be . . . the Iranians themselves. . . .
“The military base at Parchin is where experts believe Iran has worked on building nuclear-weapon detonators, and probably other nuke work. By treaty, Tehran is supposed to let International Atomic Energy Agency inspectors take a look; it’s been refusing for a decade.
“Now the Associated Press has landed a secret document in the Iran deal, which specifies that the IAEA will just let Iran’s own government do the inspecting at Parchin — and send along evidence from the scene. . . .
“The White House isn’t even denying the AP story — it merely issued a statement saying, basically, Trust the IAEA.”
The Journal editors add, “The news raises further doubts about a nuclear pact that is already leaking credibility. Unfettered access to Parchin is crucial to understanding Iran’s past nuclear work, which is essential to understanding how close Iran has come to getting the bomb. Without that knowledge it’s impossible to know if Iran really is a year or more away from having the bomb, which is the time period that Mr. Kerry says is built into the accord and makes it so worth doing. . . .
“Meanwhile, bipartisan opposition continues to build in Congress. New Jersey Democrat Robert Menendez on Tuesday became the second Senate Democrat to oppose the deal, following announcements from Republicans Jeff Flake (Arizona) and Foreign Relations Chairman Bob Corker.”
They note, “Public opposition is also growing. And it will increase as Americans learn that the deal’s inspections include taking Iran’s word about its previous weaponization work at its most crucial nuclear-weapons site.”
Yet some Democrats apparently are untroubled by this latest report. According to an AP story today, “Republican opposition to President Barack Obama's nuclear deal is flaring over revelations of a secret side agreement involving Iranian inspections. But House Democrats are shrugging off the report and claiming they have the votes to back up Obama. . . .
“[I]n an interview with the AP, House Democratic leader Nancy Pelosi questioned the significance of the disclosure, noting it relates to investigations of past military work, not nuclear dealings going forward. ‘I truly believe in this agreement,’ she said. And the California Democrat asserted that House Democrats have the votes to uphold any Obama veto of a congressional resolution disapproving of the Iran agreement. . . .
“In the hours after the side deal became public two more Democratic senators — Joe Donnelly of Indiana and Ed Markey of Massachusetts — announced their support for the deal. That brought the total of Democratic senators supporting it to 25, with just two opposed.”
Democrats would do well to read what Sen. Bob Menendez (D-NJ) had to say in explaining his opposition to the Iran deal earlier this week.
He said, “[L]et’s remind ourselves of the stated purpose of our negotiations with Iran: Simply put, it was to dismantle all -- or significant parts -- of Iran's illicit nuclear infrastructure to ensure that it would not have nuclear weapons capability at any time. Not shrink its infrastructure. Not limit it. But fully dismantle Iran’s nuclear weapons capability.
“We said we would accommodate Iran's practical national needs, but not leave the region -- and the world -- facing the threat of a nuclear armed Iran at a time of its choosing. In essence, we thought the agreement would be roll-back-for-roll-back: you roll-back your infrastructure and we'll roll-back our sanctions.
“This deal grants Iran permanent sanctions relief in exchange for only temporary – temporary -- limitations on its nuclear program – not a rolling-back, not dismantlement, but temporary limitations. At year ten, the UN Security Council Resolution will disappear along with the dispute resolution mechanism needed to snapback UN sanctions and the 24-day mandatory access provision for suspicious sites in Iran. . . .
“What we get in return for removing sanctions is an inspection and verification regime of Iran's somewhat-diminished, but still existent nuclear program, for which we will have to depend on Iranian compliance and performance for years to come. . . .
“President Obama continues to erroneously say that this agreement permanently stops Iran from having a nuclear bomb. Let’s be clear, what the agreement does is to recommit Iran not to pursue a nuclear bomb, a promise they have already violated in the past. It recommits them to the Nuclear Nonproliferation Treaty (NPT), an agreement they have already violated in the past. It commits them to a new Security Council Resolution outlining their obligations, but they have violated those in the past as well.
“So the suggestion of permanence, in this case, is only possible for so long as Iran complies and performs according to the agreement because the bottom line is that this agreement leaves Iran with the core element of a robust nuclear infrastructure.”
Do Nancy Pelosi, Joe Donnelly, Ed Markey and other Democrats who have announced their support already really find all this acceptable?
