Pro-life group says House lobbying bill threatens grassroots activism
by Jim Brown, OneNewsNow.com: Douglas Johnson is legislative director for the National Right to Life Committee in Washington, DC. He says HR 984 is one of a number of "assaults" on the First Amendment by the new Democratic leadership in Congress. This legislation is "part of an array of bills that are really intended, we believe, to chill the exercise of First Amendment rights by authentic grassroots organizations like right-to-life and pro-family groups and other groups that are out of favor with the elites, and thereby to enhance the power of certain inside players." HR 984 is an "attack" on American citizens' right to communicate with members of the federal executive branch. He argues that the legislation, if passed, would restrict the free-speech rights of grassroots organizations while it "enhances the power" of liberal groups.
HR 984, sponsored by Cong. Henry Waxman (D-CA), would require that every contact made by a citizen or a representative of a group of citizens to a political appointee in the executive branch be recorded in a government database and accessible on the Internet. HR 984 was approved 28-0 by the House Oversight and Government Reform Committee, which Waxman chairs. The bill is now awaiting a vote by the full House of Representatives.
