“Operation Speak Out”
Marion County, Arkansas - The Republican Women of Marion County (RWMC) have launched a new program called “OPERATION SPEAK OUT.” The group believes that grassroots Republicans feel disconnected with the GOP leadership. The group is seeking to make their voices heard by the Republican Party leadership at the local, state and national levels and to unite their voices with others in making a clear stand on major issues and to remind the GOP leadership of the core conservative values of the Republican Party.
The RWMC formed a committee to address issues and to develop positions statements for the group's approval. The statements will then be shared with Republican Leadership on a continuing basis. RWMC invites all Arkansas Republican Women’s groups to join in this endeavor by establishing their own position statements. RWMC has already established three position statements addressing the First Amendment, the Second Amendment and Domestic Energy Policy. The Republican Women of Marion County is part of the Arkansas Federation of Republican Women. Dear Arkansas State Republican Leadership,
Prior to this time, the statements issued by the Republican Women of Marion County (Operation Speak Out) have been addressed primarily to the National Republican Leadership. Recently a state issue has arisen that the RWMC feels should be addressed by the leadership and our elected Republican legislators.
According to the Arkansas Democrat Gazette of April 26, 2009, at the end of the current legislative session, Rep. Curren Everett, Dem-Salem, introduced a bill (2206) that would have amended the Arkansas Constitution without an vote of the people. This is basically a shell bill that would have amended the Arkansas Constitution. House Speaker Robbie Wills said he was behind the bill.
The plain language of Amendment 7 (passed by the voters) says that in an emergency the Legislature can pass "any measure" by a 2/3 vote and clearly defines a measure to include a constitutional amendment, but in 1951 it was considered "inconceivable" by the supreme court that the plain language of Amendment 7 meant that the Legislature could pass or change a constitutional amendment. Times change.
The Republican Women of Marion County consider the concept of the HB 2206 proposal outrageous and we want our leadership to vocally address this proposal before the legislature meets again and be prepared to combat this dangerous move by the Democrats.
When the people lose control over their Constitution we end up with a government that is not representative of the people of the state
Article 19 of the State Constitution lays out the procedure for amending the Constitution and should not be tinkered with. Rather, it should be strengthened by the introduction of an amendment stating that the Constitution of Arkansas cannot be amended, except by a vote of the people.

Dear Marion County Republican Women,
I agree that the Arkansas Constitution should not be changed except by a vote of the people. I assure you that I will oppose any effort to circumvent that basic premise of our government.

That bill also would have had the effect of lowering the 3/4 majority to pass most tax increases. I don't think most Arkansans would be in favor of such a thing.
