Trade-Promotion Authority Advancing Despite Opposition
Today in Washington, D.C. - May 18, 2015
The House reconvened at 12 PM today. While the House may consider unanimous consent bills, no floor votes are expected before 6:30 PM.
The House may consider the following bills today:
H.R. 474 — "To amend title 38, United States Code, to provide for a five-year extension to the homeless veterans reintegration programs and to provide clarification regarding eligibility for services under such programs."
H.R. 1038 — "To amend title 38, United States Code, to require the Secretary of Veterans Affairs to retain a copy of any reprimand or admonishment received by an employee of the Department in the permanent record of the employee."
H.R. 1313 — "To amend title 38, United States Code, to enhance the treatment of certain small business concerns for purposes of Department of Veterans Affairs contracting goals and preferences."
H.R. 1382 — "To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs, in awarding a contract for the procurement of goods or services, to give a preference to offerors that employ veterans."
H.R. 91 — "To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to issue, upon request, veteran identification cards to certain veterans."
H.R. 1816 — "To exclude from consideration as income under the United States Housing Act of 1937 payments of pension made under section 1521 of title 38, United States Code, to veterans who are in need of regular aid and attendance."
S. 178 — "To provide justice for the victims of trafficking."
H.R. 1987 — "To authorize appropriations for the Coast Guard for fiscal years 2016 and 2017, and for other purposes."
On Friday, the House passed (269 - 151) H.R. 1735 — "To authorize appropriations for fiscal year 2016 for military activities of the Department of Defense and for military construction, to prescribe military personnel strengths for such fiscal year, and for other purposes." Incredulously, President Obama has threatened to veto this appropriations bill if passed by the Senate.
The Senate will reconvene at 2 PM today. Following an hour of morning business, the Senate will resume consideration of H.R. 1314, the vehicle for the Trade Promotion Authority bill.
At 5:30, the Senate will vote on two amendments to the bill, offered by Sens. Sherrod Brown (D-OH) and James Lankford (R-OK) each needing 60 votes for adoption.
On Sunday, Senate Majority Leader Mitch McConnell said he expected the to pass the renewal of trade promotion authority (TPA) this week. Although many conservatives have voiced opposition to the bill and democrats voted against the bill last week, President Obama wants this bill passed and thew White House has been "pressuring" Senate Democrats to vote for cloture (60 voted and the bill will need only 51 one votes to pass.
Chris Christie has comes out against fast track. He joins 6 other GOP presidential aspirants who oppose the bill.
Rick Manning at Americans for Limited Governement noted: "With Chris Christie now coming out against fast track, joining presidential aspirants Bobby Jindal, Carly Fiorina, Rand Paul, Donald Trump, Lindsey Graham and Mike Huckabee, it is clear that Republican voters are dead set opposed to granting trade authority to President Obama. Meanwhile, Senate Republicans are risking seats in 2016 in Ohio, Illinois, Indiana, New Hampshire, Pennsylvania and Wisconsin to get the legislation passed, jeopardizing any majority in the Senate a new Republican president might enjoy, and making it harder to win the states he or she will need in order to even get to the White House."
