Senate Democrats Filibuster/ Block Pain-Capable Unborn Child Protection Act
Today in Washington, D.C. - Sept. 22, 2015:
The House yesterday convened at 4 PM for 5 minutes. Those few in attendance passed by unanimous consent H. Res. 50 — "Calling for the release of Ukrainian fighter pilot Nadiya Savchenko, who was captured by Russian forces in Eastern Ukraine and has been held illegally in a Russian prison since July 2014."
The next meeting of the House is scheduled for 8:30 AM on Sept. 24, 2015. Speaker Boehner has announced that Pope Francis will make an unprecedented address to Congress on Sept. 24. He will be the first Pope to address Congress. It has been announced the Vatican offices that the Pope will deliver his address in English.
The Senate reconvened at 10 AM today and resumed consideration of the motion to proceed to H.R. 36, the Pain-Capable Unborn Child Protection Act.
At 11 AM, Democrats filibustered the motion to proceed, blocking the Senate from taking up the bill. The cloture motion failed by a vote of 54-42.
Senate Majority Leader Mitch McConnell then tried again to consider an appropriations bill, H.R. 2685, which would fund the military and gives a pay raise to our troops. But once again, Democrats filibustered the bill, by a vote of 54-42.
Since Democrats have blocked all attempts to consider appropriations bills under regular order, Leader McConnell introduced a continuing resolution (CR) to fund the government through mid-December. The CR would also divert funding from Planned Parenthood to actual women’s health centers.
The Senate recessed between 12:50 and 2:15 PM for weekly policy lunches.
Speaker Boehner responded to Senate democrats blocking a vote on H.R. 2685: “Science and medical research has shown that by 20 weeks in the womb – five months of pregnancy – unborn babies are capable of feeling pain. It is morally wrong to inflict pain on an innocent human being, but that’s exactly what Senate Democrats and President Obama are supporting by opposing this humane bill. Their extreme support for abortions for any reason up until the moment of birth is indefensible.
“Recent videos exposing the abortion-for-baby parts business shed new light on why they so emphatically support the practice of late-term abortion: fully-developed hearts, lungs, livers, heads, and legs potentially mean bigger profits. It’s a horrific thought, and a stain on our national conscience. Every American who values life should demand an end to this barbaric practice.”
As Leader McConnell said, “Science is telling us that a child can reach this stage around 20 weeks — in other words, 5 months — of development. This is when unborn children can react, even recoil, to stimuli an adult would recognize as painful. This is when doctors even administer fetal anesthesia during surgery. And as a New England Journal of Medicine study recently demonstrated, babies delivered at this age can survive outside the womb.
“So even if we differ on the larger abortion issue, can’t we at least agree that children at this late stage of development deserve our protection?
“The American people seem to think so. Polls show that Americans — American women and American men — oppose abortions after 5 months. The fact is that we are now one of just seven nations, like North Korea and China, that allow elective abortions at such a late stage.
“Can’t we do better as a country?” he asked.
Democrats appear to have given their answer with their votes to filibuster this legislation.
