President Signs " Every Student Succeeds Act" | CBO: 2 Million Jobs Lost Under Obamacare
Today in Washington, D.C. - Dec. 10, 2015:
President Obama this morning signed S. 1177, Every Student Succeeds Act, into law.
The House reconvened at 10 AM today.
Today, Speaker Paul Ryan met with Israeli President Reuven Rivlin. Ryan said after thei meeting, “As the world becomes more dangerous, we must pull all of our friends closer, and America has no better friend than the state of Israel. That is why I was very happy to host President Rivlin in the United States Capitol. We had a good conversation about how we can strengthen the bonds of friendship between our two countries.”
Bills which may be considered by the House today:
H.R. 3831 — "To amend title XVIII of the Social Security Act to extend the annual comment period for payment rates under Medicare Advantage."
S. 808 — "To establish the Surface Transportation Board as an independent establishment, and for other purposes.
H.R. 4188 — "To authorize appropriations for the Coast Guard for fiscal years 2016 and 2017, and for other purposes."
H.R. 3875 — "To amend the Homeland Security Act of 2002 to establish within the Department of Homeland Security a Chemical, Biological, Radiological, Nuclear, and Explosives Office, and for other purposes."
H.R. 3578 — "To amend the Homeland Security Act of 2002 to strengthen and make improvements to the Directorate of Science and Technology of the Department of Homeland Security, and for other purposes."
H.R. 3869 — "To amend the Homeland Security Act of 2002 to require State and local coordination on cybersecurity with the national cybersecurity and communications integration center, and for other purposes."
H.R. 2795 — "To require the Secretary of Homeland Security to submit a study on the circumstances which may impact the effectiveness and availability of first responders before, during, or after a terrorist threat or event."
Yesterday the House passed:
H.R. 2130 (253-177) - Red River Private Property Protection Act - "To provide legal certainty to property owners along the Red River in Texas/"
The Senate reconvened at 9:30 AM today.
The Senate will recess from 3 PM to 4:30 PM for an all member briefing on terrorism.
Yesterday, the Senate voted 85-12 to pass the conference report for S. 1177, the Every Student Succeeds Act, the bill to replace the No Child Left Behind law.
It time to check in on Obamacare again, and to take note of what’s the latest news on Democrats’ unpopular health care law?
According to The Hill, “ObamaCare will force a reduction in American work hours — the equivalent of 2 million jobs over the next decade, Congress’s nonpartisan scorekeeper said Monday.
“The total workforce will shrink by just under 1 percent as a result of changes in worker participation because of the new coverage expansions, mandates and changes in tax rates, according to a 22-page report released by the Congressional Budget Office (CBO).
“‘Some people would choose to work fewer hours; others would leave the labor force entirely or remain unemployed for longer than they otherwise would,’ the agency said in its latest analysis of the now five-year-old law.”
Recall House Minority Leader Nancy Pelosi (D-CA) proclaiming in 2011, on the first anniversary of Democrats’ jamming their health care bill through the House, that “[t]his legislation is about creating jobs, strengthening the middle class, reducing the deficit. Four million jobs will be created by the legislation when it is fully in effect.”
The CBO report contrasts with Pelosi’s jobs prediction. On spending, The AP reported last week, “U.S. health care spending last year grew at the fastest pace since President Barack Obama took office . . . . [N]ational health expenditures increased by 5.3 percent in 2014, reaching $3 trillion . . . .” And, the AP noted, “Underscoring concerns about affordability, the report also found that health care spending grew faster than the economy as a whole, reaching 17.5 percent of GDP. That's worrisome because it means health care is claiming a growing share of national resources.”
And how’s the middle class doing following the implementation of this law that was supposedly all about “strengthening the middle class?” The Los Angeles Times writes, “The nation's middle class, long a pillar of the U.S. economy and foundation of the American dream, has shrunk to the point where it no longer constitutes the majority of the adult population, according to a new major study.”
In other Obamacare news, The Wall Street Journal reported, “Federal officials said Monday that if uninsured people don’t obtain coverage within the health law’s official enrollment period, which ends Jan. 31, they won’t get an extension to avoid the law’s penalty for going without insurance this time around.
“Earlier this year, the Obama administration offered uninsured people a reprieve if they missed the sign-up deadline for 2015 coverage, originally set at Feb. 15. People were given through April to sign up if they said they had learned about the penalty for going uninsured only when they filed their taxes. . . . For 2016 coverage, the deadline is earlier—and the Obama administration was adamant in a blog post Monday that there would be no more changes to it.”
And speaking of the penalty, CNBC writes, “Households that opt to go without health insurance in 2016 are set to get hit with an average Obamacare fine of $969.
“That is 47 percent higher than the average $661 penalty per uninsured household for this year, a new analysis by the Kaiser Family Foundation revealed Wednesday.
“And households without insurance that earn too much to qualify for financial aid to buy Obamacare plans will pay an even larger fine for 2016 — an average of $1,450, versus the average of $1,177 for 2015.
“Uninsured households that would qualify for Obamacare subsidies to help pay for coverage face an average fine of $738 — nearly double the $389 average for this year.
“‘It's a substantial increase,’ said Larry Levitt, senior vice president at the Kaiser Family Foundation, about the higher average fines. . . .
“The penalty for not having health coverage in 2015 is the higher of $325 per adult, or 2 percent of adjusted household income. . . . The penalty is set to rise in 2016 to the higher of $695 per adult, or 2.5 percent of household income.”
Reducing Americans’ working hours, increasing fines, and ever-higher spending sure don’t sound like the triumph for the middle class that Democrats sold Obamacare as.
That’s why last week, the Senate, featuring a Republican majority for the first time since Obamacare passed, approved a bill to repeal the law and build a bridge to an eventual replacement.
As Senate Majority Leader Mitch McConnell said, “Obamacare is a direct attack on the Middle Class. It’s riddled with higher costs and broken promises. It’s defined by failure. It’s punctuated with hopelessness. . . .
“Obamacare is leading to fewer jobs, not more of them.“Democrats need to understand that it’s time to face up to the pain and failure their law has caused. They can keep trying to talk past the Middle Class. They can keep trying to deny reality. But they have to realize that no one is buying the spin but them.”
