John Boozman Addresses Electric Power Generation & Supports Nucear Power
Arkansas 3rd District US Rep. John Boozman and Candidate for the US Senate recently completed a tour of electrical generation facilities in his district and issued the following statements detailing his comprehensive plan for for electrical power generation including nuclear power. However, before addressing his tour of electricity-related sites, he made a few observations about the Gulf disaster.
GULF OIL SPILL: First, the Federal Government needs to be more supportive of and responsive to the governors of our Gulf Coast states and to provide requested assistance. This includes, to the maximum degree possible, federal agency approvals for state clean-up initiatives. Second, all available tools and resources, including the best engineers and latest technologies, need to be used to stop the leak as soon as possible. Third, a full, transparent, and detailed investigation into the causes of the spill must be conducted. Fourth, responsible parties – including BP – must bear the entire financial burden for the clean-up of this spill. Fifth, new rules and procedures need to be put in place to ensure that deep water exploration takes place only with the use of new technologies to guarantee that this kind of disaster cannot happen again and that any future leak can be quickly stopped and cleaned-up. Finally, we must not let this disaster freeze our country in-place. We must not become more dependent on foreign sources of energy. We need to find out what went wrong, fix it, and encourage safe onshore and offshore production. I support an “all-of-the-above” energy strategy that emphasizes the production of all forms of safe, affordable American-made energy. All federal energy policies should be geared toward enabling a strategy that encourages American-made energy, and therefore American jobs and affordable costs for Arkansas families and businesses.
ELECTRICITY GENERATION TOUR: Arkansas is undertaking many exciting energy-related activities and developments. These activities include the production of electricity from nuclear, coal, and hydropower, as well as the development of businesses and industries in wind and solar sectors. Our State’s universities lead the world in nanotechnology and electric power transmission innovations. Also, the development and use of natural gas resources plays an important role in the Arkansas economy.
My visit focused on the generation, transmission, and use of electric power by Arkansans. I did not have the opportunity to visit with all of the suppliers and producers of energy in the District, my visits included Arkansas Nuclear One near Russellville, the Corps of Engineers’ Ozark Powerhouse on the Arkansas River at Ozark, and the Ozarks Electric Cooperative in Fayetteville where we discussed conservation technologies and the full range of generation resources, including renewable resources and coal.
ARKANSAS NUCLEAR ONE is one of the 100 most-productive electric power plants in the United States, and it supplies about 25 percent of all electricity used in our State. I am committed to supporting the development of new nuclear production in our country. Nuclear energy is emissions-free energy. No carbon dioxide. No mercury. No sulfur. The facilities use very little land, when compared to solar or wind, and are much more productive. No one in our country has ever died from a nuclear power accident.
In February, the Administration approved loan guarantees for the construction of two nuclear reactors in Georgia. I support this effort. If this project moves forward, these would be the first plants to start construction in the United States since the 1970s. Over 40 nuclear plants are under construction in other countries, and about 80% of France’s power is nuclear. I believe the United States can and should return to its place as a world leader in nuclear energy production.
OZARK-JETA TAYLOR POWERHOUSE consists of five 20-megawatt slant-axis turbines that are designed to produce electric energy that is marketed throughout our region. The Powerhouse, which was originally constructed in 1972-1974, is currently undergoing a major rehabilitation that will improve the efficiency and reliability of generation and extend the life of the facility by decades. The power customers and the federal government have partnered on this rehabilitation project, and the taxpayers will be paid-back for their investment through the sale of energy. I have strongly supported this rehabilitation project step-by-step for many years. My visit to this facility allows me to inspect the current state of construction and to emphasize the importance of clean, renewable, emissions-free hydropower that is used by thousands of Arkansas families, manufacturers, and businesses.
ELECTRIC COOPERATIVES: Ozarks is one of 17 Cooperatives that provide electric service to more than 60 percent of the land area in Arkansas and to approximately 490,000 homes, farms, businesses, and industrial members. In addition to discussing the wide-range of generation sources used by the Cooperatives, this visit allows me to hear from experts who understand that “Cap-and-Trade” legislation would result in skyrocketing electricity bills for Arkansans. Equally concerning, this visit provides an opportunity discuss the higher energy rates that would result from possible new Environmental Protection Agency (EPA) regulations. The unprecedented EPA regulations would significantly drive up the cost of electricity generation, and these costs will show up on our electric bills.
CONCLUSION: I am approaching each conversation with an open mind and ready to learn what policies need to be enacted or amended to best provide safe, clean, affordable energy for Arkansas. More than ever, I am convinced that we need an ‘all-of-the-above’ strategy, which includes more of everything: more renewable sources of energy, such as hydropower, wind, and solar, more nuclear, more conservation, and more environmentally-responsible development of America’s energy resources. Critical Senate Vote On EPA Rule (Supporting UN Sustainable Development Program)
ACTION ALERT: On June 10, the Senate will vote on SJ Res. 26, a Joint-Resolution to disapprove the EPA Rule that would allow the EPA to regulate carbon dioxide as a pollutant. Carbon dioxide occurs naturally throughout the environment, and is what mammals exhale. It is not a pollutant! If the EPA is allowed to define it as a pollutant and regulate it in the atmosphere, then the EPA has a license to regulate life itself.
This is what the resolution says:
"Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That Congress disapproves the rule submitted by the Environmental Protection Agency relating to the endangerment finding and the cause or contribute findings for greenhouse gases under section 202(a) of the Clean Air Act (published at 74 Fed. Reg. 66496 (December 15, 2009)), and such rule shall have no force or effect."

Herman Cain, Contributing Author: The oil spill in the Gulf of Mexico is plagued by finger pointing and government bureaucracy. Nearly 40 days after the tragedy in the Gulf president Obama made a “photo op” visit to Louisiana, while his administration Cabinet heads were still jockeying for “who’s in charge” when it is clear that nobody is in charge, not even the president.
Despite the unprecedented technical challenges of stopping the massive oil leak at the bottom of the Gulf of Mexico, the lack of leadership in coordinating the various federal, state and local agencies and their respective functions in this ecological disaster is even worse.
This dangerous lack of leadership starts with the president and his unmanageable executive structure. This is bad for our nation, because it impedes the ability to get the right things done at the right time. Just look at the handling of the tragedy in the Gulf.
Or, consider the months of delay by the president to send additional troops to Afghanistan in 2009. We will never know how many lives might have been saved with a more timely decision.
When president Obama took office he inherited a 9.5 trillion dollar national debt. It has increased by 3.5 trillion dollars in his first 16 months in office. It should not have taken 16 months to appoint a “debt reduction commission”. In the real world of business that decision is called a no-brainer. Just do it!
Or, consider the token gesture of sending 1,200 troops to the southwest border, but not to enforce immigration laws according to the State Department at the urging of the Mexican government. Additionally, the president of Mexico blasted the new Arizona Immigration Law in a speech before the United States Congress, and then received a standing ovation from the Democrats. What an insult!
Since President Obama has also publicly stated his disapproval of the new Arizona Immigration Law, and Attorney General Eric Holder is challenging the law, maybe Mexico is in charge of our southwest border.
Ordinary citizens can only sit on the sidelines and hope that our elected officials and their respective agencies get their act together in handling the disaster in the Gulf, but we can’t sit on the sidelines and wait for “just in time” leadership to address the coming economic disaster and other major problems we are facing.
We face national security threats from terrorists, our military is still fighting for us in Iraq and Afghanistan, and tensions between North Korea and South Korea are about to erupt even more. Our economy is stalled, federal spending is out of control, Social Security and Medicare are financially dysfunctional, and the new health care “deform” legislation is only going to make economic matters worse.
The partisan divide in Congress is horrendous, because, thankfully, the Republicans have not caved to the ultra liberal agenda of President Obama and the Democrats. And also, thankfully, many people are waking up to the empty gestures by the president and the Democrats of reaching across the political isle seeking Republican input. The Democrats’ idea of input is for the Republicans to just cave and do things their way.
Again, here’s some good news! In addition to the Memorial Day recess, Congress has at least two more major recesses between now and the November 2010 elections. The more Congress is in recess the better off we are for now. Secondly, more and more people are starting to recognize this huge leadership void and will remember in November, and again in November 2012.
We are extremely thankful for the men and women who fought and died to defend this country throughout our history. Memorial Day should also be a reminder that it is up to us to defend this country from destructive forces both outside and within our borders. And some of them are in Washington, D. C.

Investigate Israel? NO! Investigate Turkey - Flotilla Choir presents: We Con the World

Pressure is building at the U.N. and elsewhere, including from the Obama Administration, for an international investigation of Israel’s actions in stopping the Turkish flotilla. The demands should be rejected. (Given some of his own actions, President Obama might want to think twice before demanding investigations.)
The real investigation that we need is of the role of the Turkish government in creating and then exploiting a crisis for the benefit of Hamas and the worldwide jihad movement. Who were the well-trained thugs who set upon Israeli Seals when they boarded the ship? Who gave each of the young Turks the $10,000 in cash found in their pockets? Why is the Turkish government working with the IHH, a “charity” with close ties to Hamas and other terrorist groups?
On Barack Obama’s watch, Turkey has slipped into the radical Islamist orbit with consequences that threaten the U.S., Israel and the balance of power throughout the Middle East. Israel is in shock at what is happening to Turkey, its former ally, and Obama and his team are clueless or simply don’t care.

While the following article makes it's own point of addressing Barack Obama's agenda and willingness to ignore Federal law, consider the fact that Obama is seeking to expand federal spending for situations not supported by the majority of Americans and that are neither budgeted nor funded. He is in fact, advocating stealing from others to fund benefits for alternative lifestyle not supported by the general public at-large. The result will be more federal debt for government spending for benefits not authorized by Congress for cohabiting people. It seem odd that Obama is so fixated on granting benefits to cohabiting same-sex individuals while ignoring cohabiting opposite sex individuals. Regardless, in either case, the choice by individuals should not be or become an expense to the public.

President Obama announced today he would extend more benefits to the same-sex partners of federal employees. The move marks an expansion of a memo he sent last June directing federal agencies to offer long-term care coverage and a few fringe benefits to same-sex couples.
Wendy Wright, president of Concerned Women for America, said the president may be trying to shore up relations with the gay lobby. "President Obama seems to be going far out of his way to try and keep homosexual activists happy," she said, "but the problem is, they'll never be happy – they'll always demand more."
Over the past year, the president had ordered federal agencies to look into other benefits that could be given to same-sex partners. A review showed some agencies could offer credit union memberships, adoption counseling and gym memberships. Some would even be able to provide reimbursements for health insurance premiums, dental and vision insurance and types of business travel policies.
President Obama is prohibited by the federal Defense of Marriage Act (DOMA) from giving full benefits to same-sex couples and Bill Duncan, director of the Marriage Law Foundation, said the new guidelines are meant to test the waters.
"The administration's trying to signal that they want to do something to start to chip away at the Defense of Marriage Act," he said.
Wright said Obama's position is puzzling since he campaigned on a very different platform. "President Obama seems to have a different agenda now than he did when he ran for office," she said. "When he ran for office, he left most people with the impression that he supported marriage between one man and one woman." Obama Presidency Coming Apart at the Seams Under Weight of Broken Promises

Rep John Boehner, House GOP Leader: Two summers ago, in the headiest days of his campaign, President Obama decried the reality that “when Washington doesn’t work, all its promises seem empty.” Right now, there’s plenty of emptiness to go around. At a time when Americans need real, responsive leadership, the Obama Administration is slowly but surely unraveling under the weight of persistently high unemployment, a crushing $13 trillion dollar debt, permanent bailouts, and a job-killing health care law. This turmoil runs deeper than foundering policies. Pledges to bring “ a more competent” government to Washington have gone up in smoke amid the “scrambling” and “flailing” response to the Gulf oil spill. Promises of a ‘post-partisan’ future have given way to the same old self-serving, partisan attacks. Add to that a troubling pattern of political manipulation involving high-ranking officials close to a president who pledged to lead “ a government that upholds the values we hold in common as Americans.”

Obama Promises On Economy Fall Short - Few Private Sector Jobs Created In May
The Bureau of Labor Statistics reported the May unemployment numbers today, and they’re particularly disappointing. “Total nonfarm payroll employment grew by 431,000 in May, reflecting the hiring of 411,000 temporary employees to work on Census 2010, the U.S. Bureau of Labor Statistics reported today. Private-sector employment changed little (+41,000).”
Take time to note the number of senior citizens helping to take the Census? I appreciate their willingness to work. However, few of them were or are looking for permanent employment. A majority of people needing real jobs are at home drawing unemployment rather than helping take the Census.Why, because unemployment plus other social benefits pays better. By November, the Obama administration might even attempt to count election officials and election poll workers as employed during November. The Obama administration's seeking continuation of unemployment benefits does not motivate anyone to get off their backside to seek work at a lower pay scale and in another part of the US. Just one example, there are a lot of real "chicken plucking job being done by foreign workers with temporary work permits that could be done by people who were "willing" workers.
Politico provides some context: “That’s less job growth than many expected, and will not provide a boost to the Obama administration, which has been struggling to demonstrate that its economic policies are helping to ease the nation's epic unemployment problem. The government said that 411,000 of the jobs created in May were temporary positions with the once-a-decade US Census, and not the kind of employment that can drive a sustained economic recovery. That meant that the overall private sector employment growth for the month was anemic – up by just 41,000.”
The Atlantic’sMarc Ambinder isn’t encouraged either, noting that “it's quite possible that without all those Census jobs, collectively a mini stimulus program, that the numbers might well go in a different direction once people answer their doors . . . .”
Of course, this jobs report once again fails to live up to the promises made and the expectations set by the Obama administration. When President Obama was first selling his $862 billion stimulus bill (which, incidentally, was supposed to keep unemployment around 8%) he said during a press conference, “More than 90 percent of the jobs created by this plan will be in the private sector. They're not going to be make-work jobs, but jobs doing the work that America desperately needs done, jobs rebuilding our crumbling roads and bridges, repairing our dangerously deficient dams and levees so that we don't face another Katrina.” And last month, Reuters reported , “Vice President Joe Biden . . . predicted the upcoming May employment report would show a much larger number of jobs created than in the previous month, when 290,000 jobs were added. ‘It is going to be well beyond that this time,’ he told a Democratic Party fund-raising event in New York.”
Disappointed Senator Mitch McConnell responded from Kentucky today, saying, “The two things that are growing fastest in this Democrat economy are the size of the federal government and the crushing burden of the national debt. Americans are doing everything possible to work harder, produce more, and live with less, while Washington is saddling them with even more government and insurmountable debt for their efforts. When America truly begins creating jobs that help our economy grow, it will be despite our government, not because of it. Bill Smith, Editor: Growing up in rural mid-America and now living in the Ozarks Mountains, I have had plenty of opportunity to observe the nature of dogs. Dogs will often dig a hole to rest in especially in extreme weather conditions. This is understandable for dogs because they act and behave according to their natural design - they are dogs.
However, for a person to remain in a rut pains the normal observer. We can understand their being in the rut when there is some reasonable excuse like mental illness, failed education, experienced, abuse, etc. However, we do not understand a person who holds themselves out as "our" leader but who continues to to fail as a leader and as a result remains in the same hole, or rut. Remaining in a rut makes little sense to most rational people. Fail us once, shame on us, fail us twice, shame on us again, but constantly fail us and perpetually promote a different reality, OMG (sorry, it is not what you thought; it's Obama Must Go). When any person, including Obama, is committed to a political agenda instead of being the leader of all people, that person will finds themselves in a rut with negative poll ratings.
This is exactly where President Barack Obama finds himself with the American voter. His continued mis-focused know-it-all progressive elitism does not play well with the American Voter. Elitism pushing an paternal distorted agenda is not acceptable to a free people who's have paid for their freedoms in blood and treasure. And for Obama, his voter's polling numbers are not improving. This could be a reason he has voiced opposition to the Arizona law which mirrors the Federal law and that he has ignored enforcing the Federal law protecting our borders and sending illegal aliens home. Obama's interest in a "comprehensive immigration policy," code for amnesty, may be his desire for new voters who as experienced lawbreakers may support his actions/agenda.
Today's Rasmussen Report's daily Presidential Tracking Poll for Thursday again depicts President Barack Obama with only 26% of the nation's voters Strongly Approving his performance in his role as president. Forty percent (40%) Strongly Disapprove which gives Obama again a Presidential Approval Index rating of -14. And, only 30% say the U.S. is generally heading in the right direction. Overall, 48% of voters say they at least "somewhat" approve of the president's performance while 52% disapprove.
Regarding ObamaCare, 60% favor repeal, 62% believe the law will increase the federal budget deficit, 58% say it will raise cost of care, and 51% think it will hurt the quality of care.
While Obama may believe he is imbued with special insights and wisdom unrealized by the mass of humanity, the majority American voters do not agree. He may be the savior for those who have their hand out for OPM (other people's money). However, for the majority of American voters, it is evident that this "Dog won't hunt." by Gary Bauer, Contributing Author: The flotilla of boats intercepted by Israel this week flew the Turkish flag and was paid for by a “charity” deeply implicated in Islamic terrorism. But the “Captain” of the fleet was none other than Barack Hussein Obama.
From the day he took the oath of office, eighteen long socialist saturated months ago, Obama has intentionally followed a Middle East foreign policy that’s been hostile toward Israel and friendly toward the Islamist world. Over those months, he has seldom showed anger toward Iran’s nuclear obfuscation and deception. But he was described as “seething” with anger over a routine decision by Jerusalem’s municipal government to authorize housing units in a well-established Jewish neighborhood.
He has repeatedly said America has no right to interfere in other nations’ affairs and has bowed repeatedly to foreign leaders. At the same time his administration has repeatedly tried to dictate to Israel, and he intentionally treated Israel’s prime minister with disrespect.
>From Tehran to Ankara, from Damascus to Beirut, Islamofacists have read the signals as well. They see Obama as weak, and they know he feels no bond with Israel. They sense opportunity. That is why missiles are being launched from Gaza again. That is why Hezbollah says they are yearning for war. That is why Ahmadinejad threatens a second Holocaust. That is why Syria has rejected every U.S. overture.
And it is also why Turkey, a U.S. ally and NATO member, allowed a flotilla to be launched flying the Turkish flag in a provocative attempt to cause the confrontation that took place. Did Obama even try to convince Turkey to stop the ships? Did he object when Turkey signed a nuclear deal with Iran two weeks ago?
The enemies of Israel and the U.S. are emboldened. They have taken the measurement of the man in the White House and have found him soft. That is why war looms on the horizon eighteen months into “hope and change.” And that is why the war’s outcome is very much in doubt. Boehner Rips Obama Speech As Diminishing The Presidency
By Michael O'Brien, The Hill: President Barack Obama is “diminishing” the U.S. presidency through his rhetoric against Republicans, House Minority Leader John Boehner (R-Ohio) charged Wednesday.
Boehner ripped a speech by the president in Pittsburgh this afternoon in which Obama spoke against the GOP's economic policies, arguing they would only benefit monied and powerful interests.
“The president diminishes the Office of the President when he resorts to straw man arguments that willfully mischaracterize the views of others,” Boehner shot back this afternoon. “All of the president’s talk of post-partisanship, reaching out and finding common ground reminds us that the country deserves better than his hyper-partisan speech today.”
Obama sought in remarks at Carnegie Mellon University to portray the midterm elections as a choice between old, Republican ideas and a future led by his economic policies.
“As November approaches, leaders in the other party will campaign furiously on the same economic argument they’ve been making for decades,” he said. “Fortunately, we don’t have to look back too many years to see how it turns out. For much of the last ten years, we tried it their way.”
Republicans have sounded their own refrain over the past year and a half, questioning Obama's leadership on job creation. Boehner often asks, “Where are the jobs?” at Republican press conferences.
“It’s clear from his harsh partisan rhetoric today that President Obama has run out of excuses for his broken promises on the economy,” the House Republican leader said Wednesday.
“It’s time for the president to step up, exhibit real leadership and call on congressional Democrats to offer a budget that reins in out-of-control spending to help create jobs and get our economy moving again,” Boehner added. Today in Washington, D.C. - June 1, 2010 - CBO Director Confirms: Obamacare Won't Lower Health Costs
Congress may be on recess without a budget being introduced let alone passed, but the bureaucrats are still at work. Or at least some of them. On one hand, The Daily Caller reported that the Obama Administration has missed the initial deadlines in the implementation of ObamaCare. "The Department of Health and Human Services (HHS) has already missed as many as four deadlines under the law – not on any major regulations — but still a worrying trend, critics say. Congressional staff and industry representatives have also been asking HHS for a timeline specifying when it will issue the numerous regulations required by the law. They were shocked to find the agency has not produced such a document. . . . While missing the deadlines, the administration has found time to send promotional material touting the law’s benefit, including a brochure for senior citizens and post cards from the IRS advertising tax breaks under the law." The Daily Caller identified a list of missed deadlines:
•April 1: Under section 5602, a progress report to HHS Secretary Kathleen Sebelius regarding developing a methodology for designating medically underserved populations and health professional shortage areas.
•April 22: Under section 1552, HHS must publish a list of new authorities it was granted by the health-care law. (Note: HHS says this deadline has been met).
•May 7: Under section 5104, HHS is to establish a task force on improving health care in Alaska.
•May 23: Under section 399NN, HHS is to establish a task force on breast cancer, part of legislation originally titled the EARLY Act.
However, the CBO is busy doing their job and the facts identify the opposite of the Democrats rhetoric. Throughout the health care debate last year, Americans were assured by President Obama and Democrats that their health care plans would lower health care costs and reduce government spending on health care. In his September address to a joint session of Congress, Obama said his plan “will slow the growth of health care costs for our families, our businesses, and our government.” In December, Senate Finance Committee Chairman Max Baucus (D-MT) warned that “without reform, health care expenditures will increase.” Obama said again in March this year, “[M]y proposal would bring down the cost of health care for … the federal government.” Later that month, some House Democrats based their vote for the bill on assurances the bill would lower health care costs. And when Republicans tried to point out that the Democrats’ plans would do none of these things, Baucus had a typical response: “Mr. President, the Republican Leader just a few moments ago says that this bill raises costs. With all due respect to my good friend from Kentucky, that statement is false.”
At the marathon health care summit in February, Vice President Joe Biden had one of his trademark moments of clarity when he said, “Unless we bend that cost curve, we're in trouble.” Well, the administration appears to be in trouble. Doug Elmendorf, the Director of the Congressional Budget Office, wrote yesterday that the Democrats’ health law doesn’t bend the cost curve down at all. Instead, costs are expected to increase. Elmendorf wrote, “The rising costs of health care will put tremendous pressure on the federal budget during the next few decades and beyond. In CBO’s judgment, the health legislation enacted earlier this year does not substantially diminish that pressure. In fact, CBO estimated that the health legislation will increase the federal budgetary commitment to health care . . . by nearly $400 billion during the 2010-2019 period.” Further, Elmendorf pointed out, “Because federal health care programs make up a large share of the federal budget, putting that budget on a sustainable path would almost certainly require a significant reduction in the growth of federal spending on health care relative to the amounts projected under current law (including this year’s health legislation).”
It’s almost becoming a daily event where some news story or new government assessment of the massive health care law shows that it will not or cannot live up to the promises made about it, and will in fact make the situation worse. No wonder Americans continue to disapprove of the Democrats’ health care law and don’t really believe it will improve their own health care. The health care bill was flawed from the beginning and every week, Americans see that the promises made about it simply don’t conform with reality. The law needs to be repealed and replaced.
President Obama made remarks on the economy today in Pittsburgh, PA which did not ring true with many. Following is a statement from noted economist Allan Meltzer of Carnegie Mellon University, a member of Leader Boehner’s informal "kitchen cabinet" of economists, responding to President Obama's remarks on the economy today in Pittsburgh: "When President Obama spoke at Carnegie Mellon University today, his rhetoric was divorced from current reality: his administration and the Congress continue to increase government spending. President Obama talks about reducing spending, but he hasn't vetoed a spending bill. Cities and states are about to go bankrupt or default on their debt, while the President mandates increased state spending for Medicaid. The reality is that the huge stimulus spending has done little to reduce unemployment. Long-term unemployment has never been higher in the past 60 years. Mr. President, it’s past time to rein in the government and put the country on a path to future prosperity so we don't end up like Greece."
Dr. Meltzer was one of 222 American economists who signed a letter to President Obama at the end of 2009 urging him to take action to rein in federal spending in order to boost the economy and create jobs.
House GOP Leader John Boehner (R-OH) also responded to the President's speech. In his response, Boehner said: "[I]f the President is truly serious about helping our economy and saving our kids and grandkids from even more unconscionable debt, he should call on House and Senate Democrats to offer a budget that cuts spending right now to help create jobs." Risk Assessment: Five Possible Ways to War in Korea
Sometimes even The NY Times gets a nugget right. The following extracts are from an article by David Sangerm, The NY Times: USUALLY, there is a familiar cycle to Korea crises. Like a street gang showing off its power to run amok in a well-heeled neighborhood, the North Koreans launch a missile over Japan or set off a nuclear test or stage an attack — as strong evidence indicates they did in March, when a South Korean warship was torpedoed. Expressions of outrage follow. So do vows that this time, the North Koreans will pay a steep price.
In time, though, the United States and North Korea’s neighbors — China, Japan, South Korea and Russia — remind one another that they have nothing to gain from a prolonged confrontation, much less a war. Gradually, sanctions get watered down. Negotiations reconvene. Soon the North hints it can be enticed or bribed into giving up a slice of its nuclear program. Eventually, the cycle repeats. . . .
Here are five situations in which good sense might not prevail. An Incident at Sea
Ever since an armistice ended the Korean War, the two sides have argued over — and from time to time skirmished over — the precise location of the “Northern Limit Line,” which divides their territorial waters. That was where the naval patrol ship Cheonan was sunk in March. So first on the Obama administration’s list of concerns is another incident at sea that might turn into a prolonged firefight. Any heavy engagement could draw in the United States, South Korea’s chief ally, which is responsible for taking command if a major conflict breaks out.
What worries some officials is the chance of an intelligence failure in which the West misreads North Korea’s willingness and ability to escalate. The failure would not be unprecedented. Until a five-nation investigation concluded that the Cheonan had been torpedoed, South Korea and its allies did not think the North’s mini-submarine fleet was powerful enough to sink a fully armed South Korean warship.
Shelling the DMZ
American and South Korean war planners still work each day to refine how they would react if North Korea’s 1.2 million-man army poured over the Demilitarized Zone, 1950s-style. Few really expect that to happen — the South Koreans build and sell expensive condos between Seoul and the DMZ — but that doesn’t mean the planning is unjustified.
In one retaliatory measure last week, South Korea threatened to resume propaganda broadcasts from loudspeakers at the DMZ. In past years, such blaring denunciations, of Kim Jong-il’s economic failures, were heard only by North Korean guards and the wildlife that now occupies the no-man’s land. Still, the threat was enough to drive the North’s leadership to threaten to shell the loudspeakers. That, in turn, could lead to tit-for-tat exchanges of fire, and to a threat from the North to fire on Seoul, which is within easy reach of mortars. If that happened, thousands could die in frenzied flight from the city, and investors in South Korea’s economy would almost certainly panic. American officials believe the South is now rethinking the wisdom of turning on the loudspeakers.
A Power Struggle or Coup
Ask American intelligence analysts what could escalate this or a future crisis, and they name a 27-year-old Kim Jong-un, the youngest of Kim Jong-il’s three sons, and the father’s choice to succeed him. Little is known about him, but his main qualifications for the job may be that he is considered less corrupt or despised than his two older brothers.
One senior American intelligence official described the succession crisis this way: “We can’t think of a bigger nightmare than a third generation of the Kim family” running the country with an iron hand, throwing opponents into the country’s gulags, and mismanaging an economy that leaves millions starving. It is possible that on the issue of succession, many in the North Korean elite, including in the military, agree with the American intelligence official. According to some reports, they view Kim Jong-un as untested, and perhaps unworthy. “We’re seeing considerable signs of stress inside the North Korean system,” another official reported. And that raises the possibility of more provocations — and potential miscalculations — ahead.
One line of analysis is that the younger Kim has to put a few notches in his belt by ordering some attacks on the South, the way his father once built up a little credibility. Another possibility is that internal fighting over the succession could bring wide-scale violence inside North Korea, tempting outside powers to intervene to stop the bloodshed. Curiously, when Kim Jong-il took the train to China a few weeks ago, his heir apparent did not travel with him. Some experts read that as a sign that the Kim dynasty might fear a coup if both were out of the country — or that it might not be wise to put father and son on the same track at the same time, because accidents do happen.
An Internal Collapse
America’s most enduring North Korea strategy isn’t a strategy at all; it’s a prayer for the country’s collapse. Harry Truman, Dwight Eisenhower and John F. Kennedy hoped for it. Dick Cheney tried to speed it. The regime has survived them all. But could the North collapse in the midst of the power struggle? Sure.
And that is the one scenario that most terrifies the Chinese. It also explains why they keep pumping money into a neighbor they can barely stand. For China, a collapse would mean a flood of millions of hungry refugees (who couldn’t flee south; there they are blocked by the minefield of the DMZ); it would also mean the possibility of having South Korea’s military, and its American allies, nervously contending with the Chinese over who would occupy the territory of a fallen regime in order to stabilize the territory. China is deeply interested in North Korea’s minerals; the South Koreans may be as interested in North Korea’s small nuclear arsenal.
A Nuclear Provocation
With tensions high, American spy satellites are looking for evidence that the North Koreans are getting ready to test another nuclear weapon — just as they did in 2006 and 2009 — or shoot off some more long-range missiles. It is a sure way to grab headlines and rattle the neighborhood. In the past, such tests have ratcheted up tension, and could do so again. But they are not the Obama administration’s biggest worry. As one of Mr. Obama’s top aides said months ago, there is reason to hope that the North will shoot off “a nuclear test every week,” since they are thought to have enough fuel for only eight to twelve.
Far more worrisome would be a decision by Pyongyang to export its nuclear technology and a failure by Americans to notice. For years, American intelligence agencies missed evidence that the North was building a reactor in the Syrian desert, near the Iraq border. The Israelis found it, and wiped it out in an air attack in 2007. Now, the search is on to find out if other countries are buying up North Korean technology or, worse yet, bomb fuel. (There are worries about Myanmar.)
In short, the biggest worry is that North Korea could decide that teaching others how to build nuclear weapons would be the fastest, stealthiest way to defy a new American president who has declared that stopping proliferation is Job No. 1. It is unclear whether the American intelligence community would pick up the signals that it missed in Syria. And if it did, a crisis might not be contained in the Korean Peninsula; it could spread to the Middle East or Southeast Asia, or wherever else North Korea found its customers. ------------ By Bob McDowell: In recent weeks a number of questions have come my way from friends and acquaintances wanting to know my professional opinion as an engineer about what the situation is with the BP well situation is in the Gulf. It has been difficult to come up with actual and correct answers because all we have to go on is the video scenes that have been on the TV news shows. As a result, anything said, or in this case written, is nothing more than an estimate (guess) based on those videos, which may or may not be the actual live view of the sea floor well head.
It appears, from those, that when the explosion occurred the riser pipe, going from the well head to the floating rig, fell off the rig and to the bottom thus bending it over and causing the various leaks shown. In answer to a direct question about how to solve the leak problem my solution would be to cut off the riser pipe just above the well head so that it could be entered in a vertical position with new pipe and packer (a tool to seal the new pipe against the inside of the existing casing). At one point it seemed that that was one of the programs under consideration.
All that aside, the administration has made huge publicity hay out of the existing situation. They have blasted BP in the media and made crude and aggressive statements about what they wanted do to the company and its executives. It seems to me that this fits quite well into President Barack Obama's stated goal, in his books, of abolishing private enterprise in the U.S. This situation serves to fit quite well into that program, so much so that one now wonders if a deliberate action on his/their part to cause this should be included in the list of possible causes. The original first thought included Islamofashist terrorist action or 'greeny' sabotage ('greeny' was a term used by the Aussies and New Zealanders in 2001 when it was our good fortune to visit 'down under). To date, not one name of those lost has been released, arousing suspicions.
One may recall that when 'tar balls' began to be found on the beaches around Key West the first claim was that the oil from the well had reached that far. It turned out that a laboratory analysis of them indicated they were a totally different type of oil. Also, news pictures have shown President Obama picking up 'tar balls' from beaches on the Louisiana shore. It must be remembered that the oil from the well is reported to be a very light grade crude, so there would not be tar balls at all in the vicinity from it. Were the beaches 'salted', such as was occasionally done to induce people to invest in gold mine ventures? In short, this whole situation seems to have a distinct odor to it, especially in the way the administration and media are playing it up.
A point in history, when the Department of Energy was formed during the last half of the last century one of the criteria for considering people for employment in the Department was reported to be that no employee could have any experience in or connection with any form of energy, at any level. As a result it follows that none of them, from the Secretary on down, has any concept of what the truth is about which they are speaking. Like the news media, don't believe anything you hear or see unless you already know it to be true or can find the actual facts in the situation from another source. This is a good practice to follow in any matter.
In my own experience there have been a number of incidents in which my knowledge was first hand and the things reported in the media bore no resemblance to the facts, other than that an incident did occur. You might keep that in mind, particularly as election time approaches. Today in Washington, D.C. - June 1, 2010 - Obama Medicare Nominee "Loves" British NHS With Its Rationing and Decreases Quality of Care
Congress is still on recess. Returns next week. Throughout the year-long debate on President Obama’s massive, unpopular health care bill, opponents were lectured repeatedly that concerns about it resulting in rationing and decreases in the quality of care were ill-founded. Remember how the liberals and lame stream media ran down Sarah Palin. Rationing and Decreased quality of care are well-known hallmarks of the health care system in Britain, the National Health Service. Now, we are learning about the views of Donald Berwick, the man Obama has nominated to run the Centers for Medicare and Medicaid Services, and he’s quite enamored of the troubled British health care system.
Politico reports today, “Berwick has called Britain’s National Health Service ‘one of the greatest health care institutions in human history’ and ‘a global treasure.’ He once said it sets an “example” for the United States to follow. . . . ‘I fell in love with the NHS,’ Berwick said in a 2008 speech of the system that he worked on since the 1990s. ‘To an American observer, the NHS is such a seductress. ... Like any lover, it took me a while to see the blemishes of my beloved, though I soon had help from people quite willing to point out the warts.’” This is the person who will be implementing much of the health care overhaul the Democrats rammed through Congress in the face of overwhelming public opposition?
Obviously, Republicans have serious concerns about Berwick’s nomination. Politico notes, “A meeting last week between Berwick and Senate Minority Leader Mitch McConnell failed to allay any of the Kentucky Republican’s concerns, said a Republican Senate aide briefed on the meeting. The aide said Berwick didn’t appear to feel compelled to dispel the issues surrounding his nomination.” And Sen. John Cornyn (R-TX) said, “He is, as far as I am concerned, bad news. . . . If he wants to turn America into the National Health Service in England — he thinks that is the model — he is going to find a lot of pushback.”
Sen. John Barrasso (R-WY), one of only two doctors in the Senate, pointed out some of the serious problems NHS has in a recent floor speech: “The question presented to the Prime Minister of England was: What about the National Health Service? . . . . So here you are, you have had your opportunity to see a cancer doctor, you have had your test, you have your diagnosis. What is the best the people of England are being promised by their Prime Minister? The best they can expect is to have an operation within 18 weeks. The question here is: How many Americans, how many Members of this body, how many people across this country are going to see that as satisfactory? Because that is where we are heading with this health care bill that is now signed into law. How many people want that: You will have your operation in 18 weeks.”
Sen. Barrasso further explained, “[Berwick] has a history of support for government rationing of government health care resources on the grounds of cost—not on the grounds of quality, not on the grounds of survivability but on the grounds of cost. He has said, as recently as last June: ‘The decision is not whether or not we will ration care—the decision is whether we will ration with our eyes open.’”
The president has nominated someone who admits care will be rationed and who has professed his “love” for the British NHS, which features extensive rationing and excessive wait times for care. This is not what Americans were looking for in health care reform. In fact, Democrats went out of their way to assure Americans that this is not what they would get from the president’s health care plan. Berwick’s nomination will receive a great deal of scrutiny.
